"BEIJING - JULY 21: A red car without the required special permit drives in the lane next to the central fence, which is reserved as an Olympic lane, during morning rush hour on the 4 Ring Road to the Olympic Green July 21, 2008 in Beijing, China. Beijing has set aside 285.7 km special lanes for the Olympic Games, to be used from July 20 to September 20. Beijing will also enforce a traffic ban based on the parity of licence plate numbers to keep vehicles off the roads on alternate days in a bid to ease congestion and improve air quality for next month’s Games over the same time frame"
